Zhengzhou Eases Urban Detailed Planning Rules to Speed Up Business Projects
Zhengzhou has introduced new rules to make urban detailed planning more flexible, aiming to accelerate project approvals for businesses. The measures, effective from late 2026, allow certain planning changes to skip lengthy adjustment procedures, which could benefit foreign founders seeking to establish or expand operations in the city.
Zhengzhou Streamlines Urban Planning to Support Business
Foreign founders looking to set up or expand operations in Zhengzhou should take note of new urban planning rules that could reduce approval times for property development and industrial projects. The Zhengzhou municipal government has issued the “Zhengzhou Measures for Optimizing the Implementation and Management of Urban Detailed Planning (Trial)” (the Measures), a policy designed to make detailed planning more adaptable and to improve the business environment. The Measures are part of Zhengzhou’s implementation of the State Council’s pilot program for market-based allocation of production factors (Guohan [2025] No. 86).
Background: Why the Change?
According to the official policy interpretation, some of Zhengzhou’s detailed plans were prepared years ago and lack flexibility. The traditional process for adjusting planning is lengthy and slow, which does not match the fast-paced needs of urban renewal and industrial upgrading projects. The new Measures aim to shift detailed planning from a “static blueprint” to “dynamic governance.” They classify different situations for management, simplify procedures for compliant cases, and uphold the rigid bottom lines of higher-level plans. This is intended to support the efficient implementation of industrial projects, urban renewal, and public welfare projects.
Legal Basis and Development Process
The Measures are based on several documents, including:
- The State Council’s approval of the pilot program for market-based allocation of production factors (Guohan [2025] No. 86);
- Zhengzhou’s work plan for the pilot (Yuzheng [2025] No. 28);
- The national guideline for revitalizing and optimizing urban stock space (TD/T 1111-2025);
- A provincial notice on supporting urban renewal through the entire planning and land use chain (Yu Ziran Zi Gui [2026] No. 4).
The Zhengzhou Natural Resources and Planning Bureau started drafting the Measures in February 2026. After public consultation, social announcement, and expert review, the Measures were adopted by the 87th executive meeting of the municipal government on September 1, 2026, and issued on September 29, 2026, in the name of the municipal government.
Scope of Application
The Measures apply to the positive optimization, dynamic maintenance, and modification of detailed planning for urban development boundaries and linear facilities within Zhengzhou’s main urban area (the five inner districts and development zones). Other counties (cities), Shangjie District, and the Airport Economy Zone may refer to these Measures. Responsibilities are assigned: the Municipal Natural Resources and Planning Bureau handles the five inner districts, while development zone branches handle their respective zones.
Key Mechanisms for Faster Approvals
A “Positive Optimization List” (trial) has been created and will be used after approval by the municipal government. For situations on the list, the detailed planning adjustment procedure is not required. Instead, the original detailed plan, the Positive Optimization List, and a plot plan (or linear facility optimization map) serve as the basis for issuing planning conditions and handling related procedures. The process includes application, demonstration, public announcement (at least ten days), approval, and incorporation into the system.
Three Tiers of Planning Changes
The Measures introduce three categories of planning changes, each with different procedures:
1. Technical Corrections
These cover error corrections, minor boundary adjustments, control line tweaks, local road or pipeline adjustments, and data corrections that do not alter the overall requirements of the detailed plan. Public announcement requirements vary depending on whether adjacent rights holders are affected. Results are directly incorporated into the national territorial spatial planning “One Map” supervision information system.
2. Optimization Adjustments
These apply to adjustments of general control content within a unit, various control lines, layout of commercial and public welfare land indicators, underground space, urban design, roads and pipelines, and rail transit-related adjustments. After application, demonstration, and public announcement of at least ten days, approvals are made by the municipal government (for the five inner districts) or the development zone management committee (for development zones). Results are incorporated into the “One Map” system.
3. Plan Modifications
These are for major changes such as adjustments to unit development goals and overall spatial structure, significant changes in construction land scale, modifications to important control bottom lines, and implementation of major national, provincial, or municipal projects. The modification necessity demonstration stage requires public announcement of at least thirty days, and another public announcement of at least thirty days is required before the modification plan is submitted for approval.
Transparency and Efficiency
Approved planning results must be made public within twenty working days. Optimization adjustment and modification plans are filed according to law. The Measures also support concentrated planning modifications based on urban physical examinations and planning implementation evaluations to improve management efficiency. Definitions are provided for professional terms such as linear facility detailed planning, detailed planning adjustment, plot plan, and linear facility optimization map to unify concepts and facilitate practical operation.
Implications for Foreign Founders
For foreign founders establishing a company in Zhengzhou, these Measures could mean faster approvals for projects that fall under the Positive Optimization List or technical corrections, as they bypass the full planning adjustment process. Industrial projects, urban renewal initiatives, and public welfare projects stand to benefit from the simplified procedures. However, major changes still require longer public announcement periods. Understanding these categories can help founders plan their timelines and navigate the regulatory environment more effectively.
